For many years, Halloween in Shibuya was known for its massive, disorganized crowds. Thousands of people gathered near Shibuya Station in costumes, filling the streets, drinking in public, and causing safety concerns. Streets became overcrowded, trash piled up, and police found it difficult to keep order.
These problems became more serious after the Itaewon crowd disaster in Seoul, South Korea, in 2022, where over 150 people lost their lives during Halloween celebrations. That tragedy made Japan realize that a similar situation could easily happen in crowded areas like Shibuya.
In response, the Shibuya ward government introduced strict new rules. Outdoor drinking is now banned during the Halloween period, and police presence has been increased. The mayor has clearly stated that Shibuya is not a place to celebrate Halloween, and people are urged not to gather in the streets.
Although the situation has improved, it is still important to be careful. Crowds can still form, and strict safety measures remain in place.
It is important that everyone in our school — students, teachers, and families, stays aware of what is happening in Shibuya. Visiting the area on Halloween night is not recommended, as it can still be crowded and risky.
Shibuya’s Halloween is no longer chaotic, but it continues to remind us that safety must come before celebration.
